Texas: Brief fire prompts shutdown of reactor at Bay City nuke plant

A fire at the South Texas Project Electric Generating Station, the nuclear power plant about 90 miles southwest of Houston, shut down one of the plant’s two reactors Tuesday afternoon. The fire broke out at 4:42 p.m. at the main transformer that feeds power from the reactor to the public power grid, and the reactor was shut down immediately, plant spokesman Buddy Eller said. A tornado struck the Riau Islands city of Batam on Wednesday afternoon, damaging hundreds of houses and injuring a child. The National Disaster Mitigation Agency (BNPB) said the tornado struck at 3:30 p.m. and badly damaged 29 houses, moderately damaged 102 houses and inflicted slight damage on 96 houses. The move comes in the wake of an anthrax outbreak reported in Tamil Nadu's Theni and Cumbum districts, bordering Idukki district in Kerala. Boston declares public health emergency as Massachusetts faces harsh flu season

The city said there have been four flu-related deaths, all elderly residents, since the unofficial start of the flu season Oct. 1. MoD Overspends Equipment Budget By £6.5bn

The Ministry of Defence has overspent its equipment budget by £6.5bn and some of its major orders are likely to be delivered 39 years late. The National Audit Office (NAO), in its latest report into the MoD's spending, has revealed that the 16 most costly projects, which originally totalled £56.5bn when they were approved and should have taken 159 years to deliver between them, now have a combined price tag of £61.1bn and will not be ready for a total of 195 years. Killer Whales Trapped In Canadian Sea Ice

About a dozen killer whales have become trapped in a vast stretch of sea ice in Hudson Bay, Canada. The animals, stuck in the waters near the remote Inuit community of Inukjuak in Quebec, are taking it in turns to gasp for breath through a hole in the ice, which was about the size of a van but is reportedly shrinking due to freezing temperatures. Child protection campaigners have slammed social workers who allowed a four-year-old girl to stay with a foster parent for two weeks after they suspected he might be a paedophile. Bristol City Council failed to act instantly after police warned them the vulnerable child lived with an alleged sex offender, which the NSPCC believe could have put her at 'serious risk of harm'. A Polish sex attacker was killed by a passerby who intervened to stop him molesting an 18-year-old girl in the street, a jury heard yesterday. Janusz Smoderek died of stab wounds soon after he drunkenly assaulted the teenager while on his way home from a lap-dancing club. A new strain of norovirus, which spread from Australia, is responsible for the majority of recent cases, health experts have said. The new variant of the bug, called Sydney 2012, has become the "dominant strain", officials said. Story The Canadian Judicial Council announced Tuesday it is reviewing the conduct of Justice Michel Girouard of the Quebec Superior Court for the alleged purchase of “an illicit substance from a police informant.” Another judge, Marc Grimard of Quebec Court, is facing a similar allegation. On Monday, Chief Justice Elizabeth Corte of the Quebec Court said the allegation against Judge Grimard is being taken “very seriously” and he is not being assigned new cases.
