NEW YORK (Reuters) - New York University's Langone Medical Center and Coney Island Hospital plan to start offering some outpatient services on Monday but Bellevue hospital is expected to remain shut for about two weeks after superstorm Sandy closed the hospital. Families are asked to call 311 or 212-423-7272 to find out status of Bellevue patients who were transferred, HHC said.

A ferocious nor'easter storm could wreak more havoc on areas hit hardest by Superstorm Sandy, as plunging temperatures threaten the nearly two million homes and businesses that remain without power in the Northeast. The nor'easter is expected to hit on Wednesday in the tri-state area of New York, New Jersey and Connecticut. Temperatures could drop into the 20s and bring "strong gusty winds," rain and coastal flooding, according to a National Weather Service forecast.

Mattituck BP manager Recep Zaim said he expected another delivery late Sunday / early Monday, and that the station was down to premium only as of about 11:30 a.m. Sunday.
Motiva Enterprises, a joint venture of Royal Dutch Shell and Saudi Aramco, said at least two diesel storage tanks were damaged in the wake of super storm Sandy at its Sewaren, New Jersey facility, leaking oil into the Arthur Kill waterway that separates New Jersey from Staten Island.

Thousands of runners poured in Central Park Sunday morning to run 26.2 miles, despite the marathon being called off Friday night; others ran to Staten Island to help storm victims. Gov. Andrew Cuomo says fuel shortage gripping area is a "short term" problem, but will continue for days. Children go back to school Monday. Deaths: 48, including 41 in New York City. Power outages:657,000, down from 2.2 million.

PENNSYLVANIA

The Southeastern Pennsylvania Transportation Authority is loaning 31 of its buses to NJ Transit, which will use the vehicles to support shuttle service for New Jersey commuters traveling to New York City. Deaths: 15. Power outages: 91,000, down from 1.2 million.

RHODE ISLAND

Police and National Guard troops continued to staff checkpoints as officials in Westerly and Charlestown limited access to damaged beach communities to property owners and construction workers. Deaths: None. Power outages: none, down from more than 122,000.

WEST VIRGINIA

The Secretary of State's Office moved five precincts in three counties hard hit last week Sandy. More changes could come before Election Day on Tuesday. Deaths: 6. Power outages: 53,000, down from 270,000.

Other states with storm-related deaths: Maryland (4), New Hampshire (1), North Carolina (3), Ohio (2), Virginia (2).

New York City crime dropped by a third in the days after Superstorm Sandy but there was a slight increase in burglaries after at least 15 people were charged with looting empty businesses and homes left in a blackout since the disaster. Between Monday - when the storm hit, killing 41 people in the city - and Friday, the murder rate dropped by 86 percent and rapes fell 44 per cent. Robbery decreased by 30 per cent, assault by 31 per cent, larceny by 48 per cent and car thefts by 24 per cent. Burglaries rose by 3 per cent.

It is the first round of this audit that questions DMR land buys and points out problems with appraisals, some of which set the value for property the DMR bought at more than 1,600 percent or 16 times higher than the county tax appraisals for the same property. There was one appraisal 25 times the county's value.
