The new government in Tripoli doesn't relish losing the right to try them first, despite concerns from human-rights groups that Libya doesn't have the resources or infrastructure to carry out impartial trials.
Libya has sought help at Interpol, the international criminal police force, which on Sunday issued an arrest warrant for Mr. Senussi "for fraud offenses including embezzling public funds and misuse of power for personal benefit."
Meanwhile, another senior member of Mr. Gadhafi's fallen regime, Bashir Saleh, surfaced in Niger, which shares a border with Libya.
Niger had recently awarded Mr. Saleh—the former head of a Libyan sovereign-wealth fund—a diplomatic passport and a role as special adviser to the Niger president, a Niger government spokesman said Sunday.
However, over the weekend, Mr. Saleh lost both his passport and his advisory job, the spokesman said, to "maintain good relations with Libya, France, and the United States."
Libya has pressed its neighbors, including Niger and Algeria, to extradite members of the Gadhafi regime and his family members to their homeland for investigation.
