Special Inspector General for Afghanistan Reconstruction Submits Resignation


The President has received the resignation of retired Major General Arnold Fields as the Special Inspector General for Afghanistan Reconstruction (SIGAR).
Shortly after being appointed SIGAR in June of 2008, General Fields established offices in Washington, DC and Afghanistan and assembled a staff of more than 120 committed professionals. His team has helped lead the effort to provide comprehensive and independent oversight of fiscal initiatives in Afghanistan. Under General Fields’ tenure, SIGAR produced numerous critical reports that have improved reconstruction efforts, and helped insure that U.S.-funded programs are achieving their objectives.
General Fields’ hard work and steadfast determination have established SIGAR as a critical oversight agency. By accepting the offer to become the SIGAR in 2008, He continued a long and distinguished career of public service. For more than 40 years, General Fields has been committed to securing our national defense. As he moves on to new challenges, he can do so confident in the knowledge that the President and the American people owe him a debt of gratitude for his courage, leadership, and selfless service to our nation.
SIGAR has a fundamental role in protecting the vital interests of the United States. Going forward, we will continue to work through SIGAR and with Congress to ensure that U.S. programs in Afghanistan effectively and efficiently achieve their objectives.

A new Rand Corporation study examining American "nation building" efforts beginning with postwar Germany found that while there were 18.6 peacekeepers per thousand people in Bosnia and 20 in Kosovo, the 4,800 international peacekeeping force in Kabul amounts to 0.18 peacekeepers per thousand Afghans. Even including the 11,500 mostly American combat troops here, the statistic is well under one peacekeeper per thousand Afghans.

Per capita external assistance for the first two years of conflict in Bosnia was $1,390 and in Kosovo $814, the study found. In Afghanistan, it is $52.

Operation Kokaran was named for the neighborhood where the Taliban have assassinated government officials and built infiltration routes. The U.S. goal is to clear out insurgents, build up local governance and bring in reconstruction projects.
Hours later, insurgents launched a rocket, mortar and ground attack on the main base used by foreign troops, at Kandahar's air field a few miles east of Kokaran. Explosions wounded several troops and civilian workers, said Capt. Scott Costen, a North Atlantic Treaty Organization spokesman at the base. Costen said he could not provide details on the attack, the number of wounded or any insurgent casualties.
But the attack seemed similar to an insurgent assault Wednesday on the sprawling U.S. base at Bagram, north of Kabul.
The U.S. strategy is based on the "clear, hold and build" model first used by American forces in Iraq and most recently in the Afghan city of Marja, in Helmand province, west of Kandahar.
U.S. troops in February largely cleared Marja of insurgents after heavy fighting. But they have struggled to keep the Taliban from reestablishing control, and a functioning local government has not emerged.
