R. v. Magno, 2015 ONCA 111 is an interesting case for manslaughter
sentencing. The offender received a global sentence of 12 years, less
deadtime, in circumstances where a far higher sentence might be expected.
In Alberta or Nunavut I would have expected at least 15 years or more.

students. According to the Virginia Commission on Youth, special needs
students account for only 12 percent of all public school students in the
United States, but they "represent 75 percent of those physically
restrained and 58 percent of those secluded." At some schools, physical
restraints used on special needs children include handcuffs, duct tape and

Raytheon Company and the U.S. Air Force completed two successful Small
Diameter Bomb II (SDB II) all-up round live fire test flights that
demonstrated the weapon's ability to detect, track and destroy moving
targets.
The flight tests, which took place at the White Sands Missile Test Range,
are the final flight events required prior to Milestone C and the start of
Low Rate Initial Production (LRIP). Live warheads replaced telemetry
payloads and completed the end-to-end tactical configuration that will be
delivered to the U.S. Air Force and U.S. Navy.

Second successful firing of MBDA’s MMP land combat missile

February, 2015, another test firing of the MMP missile took place at the
French Procurement Agency DGA Techniques Terrestres site in Bourges central
France.
This latest firing, against a steel target positioned at an intermediate
range, was carried out in lock on before launch mode (fire-and-forget)
using the missile seeker’s colour TV channel channel.
All aspects of the test, covering launch, flight trajectory and target
impact, took place optimally and fully conformed to the simulations of

Both ATLAS and CMS, the two main detectors at the Large Hadron Collider,
published some preprints about the search for SUSY or new SUSY-like Higgs
bosons. No formidable deviation from the Standard Model was found.
However...
ATLAS was looking for a CP-odd Higgs boson, \(A\), in decays to \(Zh\). It
turned out that there is approximately a 2.5-sigma excess for
\(m_A=220\GeV\): look in the conclusions. I won't seriously mention the
below-2-sigma excess for \(m_A=260\GeV\) at all.

US plans to rotate 4 combat ships operating out of Singapore by 2018

Combat Ships (LCS) operating out of Singapore - one at a time - by 2018.
These LCS vessels are smaller-sized than destroyers, and are capable of
quick operations in shallow waters close to shore such as the waters of
South-east Asia, the navy said on Tuesday (Feb 17).
The announcement was made as the LCS USS Fort Worth returned to Singapore
for maintenance and a crew swap, after operations including a deployment as
part of multinational search-and-rescue efforts for AirAsia flight QZ8501.

French Rafale combat jet deal with Egypt is signed
Egypt has signed the deal to buy 24 Rafale combat jets from France. The
five billion euro deal is a seen as a breakthrough for the French defence
firm Dassault which has spent years trying to win an export order for the
fighter.
Egypt will also get a naval frigate and related military equipment as part
of the package.
The official signing comes a year after France won a contract to sell Egypt
four frigates for a billion euros. It was the country’s first big contract
from Egypt for around 20 years.

China launches second Algerian corvette

second of three C28A corvettes for the Algerian Navy, which will take
delivery of the vessels later this year.
The vessel (921) was launched on February 6 from the company’s shipyard
near Shanghai. The first vessel (920) was launched in August 16 last year
for delivery in May 2015 and is currently being outfitted by the shipyard,
a subsidiary of the China Shipbuilding Trading Company (CSSC).

Iran tests home-made helicopter
An official from Iran’s army has said an Iranian-made 14-seat helicopter
has successfully passed its first flight test.
General Mohammad Ali Ahmadabadi, Managing Director of Iran's Helicopter
Renovation and Logistics Company (PANHA) said now the final tests were
carried out on the semi-heavy “Homa” helicopter, IRNA news agency reported
on February 16.
Homa, which is the third Iran-made helicopter, can be armed with various
weapon systems and get equipped with a radar-evading capability.

harassment of transgendered people, Florida Representative Frank Artiles
