The Winnipeg Sun reported the contents of the Air Canada bulletin, which cited "instances of public intoxication, resulting in several downtown locations being susceptible to crimes of violence and opportunity" and refers to "displaced" people from rural Manitoba forced to relocate to the downtown core due to "recent environmental issues."( Mother attended a conference in Halifax years ago where she noted a speaker quipped about Canadian support for the economically destitute compared to the U.S. "We have welfare too, except we call it jail and it's terribly expensive."
