Greene’s tenure was identified principally with pro- growth and business-friendly policies. Yet after George W. Bush became president, he appointed Greene to be a regional administrator for the Environmental Protection Agency, where he oversaw federal environmental programs throughout Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. These states have some of the nation’s most severe pollution problems, most of which are connected to petroleum, and thus of central interest to the Bush political clan—which has typically fought emissions controls.
The announcement of Greene’s EPA appointment, which required no Senate approval, cited no environmental accomplishments or related experience for Greene. It did note that his wife was founder and current director of the River Legacy Foundation, which created trails and a nature center along undeveloped portions by the Trinity River. But it failed to add that she had been named to that post by the city government that her husband ran. In 1997, then- governor George W. Bush appointed Mrs. Greene to the Trinity River Authority board of directors. It all raised the question: Why was a car dealer in charge of environmental protection efforts in a part of the country befouled by some of the most noxious emissions found anywhere?

The first published writings of James Madison were letters of protest when the Virginia governor jailed Baptist ministers for preaching without a government issued license. Government entanglement with the affairs of religion – and vice versa – was one of the first American imports from abroad. So when framing the Bill of Rights and the first ten Amendments to the Constitution in 1791 – some 171 years after the Mayflower Pilgrims landed at Plymouth – James Madison and the other Founding Fathers of America took care to allow no government powers over religion, and no national denomination. The result was the concept of “freedom of religion” that is widely misunderstood by Americans today. Separation of Church and State was never meant to be a guarantee of freedom FROM religion as American atheists often claim. It was a guarantee of the “free exercise of religion” – the practice of religion free from government interference. Numerous venders were there selling bottled water at 2x the normal price. Did I think there was a relationship between the price of bottled water and the lack of public fountains? You bet. On a recent trip to Switzerland I found public fountains and places to fill your water bottle in every public square in even the smallest towns.
