In Canada, we have adopted a 25 year limit and this has worked out fine. The exceptionals, such as pedophiles and proven serial killers are identified and they must go through a parole hearing and often as not if they remain not trusted, remain in prison. This is still not much in terms of rehabilitation. Yet to be fair that needs a motivated prisoner as well. Such a prisoner will make his own opportunities.
